| Resumen : | For the necessity of a rationality in the cost that is assigned to the General Unit of Technical Services (Unidad General de Servicios Técnicos) of the Michoacán SCT center and with the purpose to take care the population needed for information about the supply, demand, use, security and the quality of the non pay highways services and pay highways, it is proposes the projection about the costs of inversion for 2012, based in the Federal Law of Budget and Property Responsibility (LFPRH). Therefore because at the SCT center in Michoacán, there isn´t a budget projection that promotes the new LFPRH with a budget basically focused on results. With this investigation we can analyze the budget assignations of the Unit, these aren´t enough and they are badly distributed, this is because there is a bad planning on the cost, furthermore the first project of the budget need to have all the elements indicated in the Federal Law of budget and property responsibility. In this Thesis it is proposed the implementation of effectiveness indicators, efficiency, economy and performance, as well as a proposal of objectives and goals, of the budget projected for 2012 and a model of qualification management |
| Descripción : | Ante la necesidad de que exista una racionalidad en el gasto que se asigna a la Unidad General de Servicios Técnicos del Centro SCT Michoacán, con el fin de atender a la población demandante de la información sobre la oferta, demanda, utilización, seguridad y calidad del servicio de carreteras libres de peaje y autopistas de cuota, en el trabajo de investigación se propone la proyección del gasto de inversión para el 2012, basado en la Ley Federal de Presupuesto y Responsabilidad Hacendaria (LFPRH). Lo anterior debido a que en el Centro SCT no existe una proyección presupuestal que promueva a la nueva LFPRH, con un enfoque de presupuesto basado en resultados. De la investigación se desprende que al analizar las asignaciones presupuestales de la unidad, estas son insuficientes y están mal distribuidas, debido principalmente a una falta de planeación del gasto, a la falta de que el anteproyecto de presupuesto contenga todos los elementos indicados en la Ley Federal de Presupuesto y Responsabilidad Hacendaria. Se propone en la tesis, la implementación de indicadores de eficacia, eficiencia, economía y de desempeño, así como una propuesta de objetivos y metas, de presupuesto proyectado al 2012 y de un modelo de gestión de capacitación. |
